Reboot once more before first use of SnipeOffice
Then Snipe Browser: download 5-SnipeBrowser-140.0.7339.127-win-x86-xp-setup.exe
Right-click → Properties → Compatibility (OCA) tab → set Windows 10 → Apply → OK
Then double-click the installer (running it before step 5 will crash)
Do not install a second OCA pack or keep Windows 10 compatibility on after install
The Windows 10 compatibility setting is install-phase only. SnipeOffice already installed OCA system-wide. After setup, browse normally without per-app shim wrappers.
